POSITION DESCRIPTION
CNF Technologies is a rapidly growing technology company headquartered in San Antonio, Texas, supporting clients in regions/geographies nationwide including metropolitan Colorado Springs. As the prime contractor for construction and operation of the Joint Electric Power Range (JEPR) at Fort Carson, Colorado, CNF is responsible for operating an indispensable technology capability helping assure the protection of our nation’s critical infrastructure. The JEPR Range Operations Manager will be engaged in cutting edge capability operations, experimentation, and test & evaluation and will coordinate routinely with engineers, planners, operators, and functional subject matter. The Range Operations Manager plays a highly visible and central role in the operations and test functions of the JEPR including the following primary functions:
*Serve as the central point of contact for the JEPR Operations stakeholder community.
*Coordinate use of JEPR test assets to assure safe and secure employment of the range.
*Oversee a staff of onsite and offsite personnel engaged in all facets of JEPR operations.
*Collaborate with the JEPR construction team and prepare new capability incorporation into range capabilities.
*Shepherd transition of JEPR from IOC to FOC and support transition to the 16AF operator.
*Coordinate with Fort Carson post operations on behalf of the JEPR stakeholder community.
*Collaborate with CNF local and nationwide personnel supporting growth strategies that align with CNF’s corporate business objectives and core values.
*Identify and qualify a regional business opportunities pipeline to deliver that strategy and participating in capture and proposal phases of CNF’s business development processes.
*Develop and maintain industry relationships and customer intimacy with clients in the region.
Daily duties include: manage the execution of JEPR operations and test contracts; capture follow-on contracts and grow existing contracts; identify risks and opportunities and develop mitigation and exploitation strategies; identify and qualify business opportunities; manage assigned personnel and support locally stationed employees; ensure quality and value of contract deliveries; and maintain customer and teammate relationships.
After an initial orientation and transition period, the Range Operations Manager will be given a high degree of autonomy to perform duties and responsibilities. This includes closely working with the JEPR Construction Program Manager, members of the JEPR Government Review Board, and 16AF Wing, Group, and Squadron elements. The Regional Site Director collaborates with peer Managers and Directors supporting operations execution and business development.
RESPONSIBILITIES:
The Range Operations Manager will lead high visibility JEPR Operations projects that are a part of CNF Technologies’ dynamic, high-growth oriented portfolio. In addition, the Range Operations Manager will play a pivotal role in refining the processes, procedures, and infrastructure for JEPR Operations and related 16AF and CNF processes and procedures.
*Provide effective, inspiring leadership by being involved in the delivery of program value and develop a working knowledge of CNF staff, clients, and contracts.
*Ensure contractual compliance and timely delivery of solutions and services to clients, emphasizing the implementation of CNF Technologies’ ISO 9001:2025 Quality Management System solution to continually improve our delivery model.
*Manage allocated resources, including budget, personnel, and property.
*Develop and maintain relationships with key customers and Government stakeholders to ensure customer satisfaction and keep CNF Technologies responsive to emerging mission needs.
*Support JEPR Operations related inputs to the Annual Operating Plan, describing the work to be executed, expected financial results, and critical sales / contracts actions required to deliver it.
*Lead, coach, develop, recruit, and retain CNF Technologies’ high-potential technical team members to execute JEPR Operations.
*Spearhead the identification and tracking of emerging risks, opportunities, and technologies affecting client mission/contract success and develop strategies for CNF to address them.
*Learn CNF Cyber capabilities with an eye for determining how to further JEPR Operations.
*Participate in the Business Development and Capture cycle, including participating in solutioning and proposal development, for strategic opportunities, as needed.
*Produce Weekly Activity Reports, Monthly Status Reports, and Quarterly Designated Project Reviews.
*Attend regional symposia and Industry Day events that align with the corporate and regional business strategies.
*Travel periodically. Position travel requirements less than 10%, including quarterly travel to San Antonio for corporate strategy conferences.
QUALIFICATIONS:
The Range Operations Manager candidate will possess demonstrated leadership competencies and have extensive leadership, management, and technical experience in engineering, research and development, operations, and/or acquisition in the Cyber, Space, ISR/Spectrum Operations, and/or Special Operations mission domains. Prior experience managing contract delivery teams and an understanding of Federal Acquisition Regulations is highly desired. Additional requirements include:
*B.S. in technical field (M.S preferred) such as computer science, information systems, or engineering (other STEM degrees satisfy this requirement); non-STEM degrees with relevant experience is negotiable.
*Minimum 15 years leadership experience, at least 10 of which include program or project management in federal contracting within the Department of Defense and/or Intelligence Community. Leadership as a member of the US Government supporting DoD contracts is acceptable.
*Exceptional leadership skills, evidenced by successfully building, motivating, and managing high-performance teams and working effectively as a partner with other executives and stakeholders.
*Reputation for teamwork, a strong work ethic, integrity, candor, and accountability to drive issues to successful resolution.
*Extensive program management experience to include managing multiple subcontracts and subcontractors.
*Demonstrable financial acumen and ability to manage cost-reimbursable, time and materials, and fixed price contract types.
*Ability to methodically analyze problems, identify solutions, and maintain composure in potentially stressful situations.
*Exhibit excellent writing, speaking and listening skills, including the ability to render concise reports, summaries, and presentations.
*Expertise using Microsoft Office products (Word, Excel, PowerPoint, Project, Outlook).
*Possess a current Top Secret security clearance based on current Single Scope Background Investigation and eligible for indoctrination for SCI.

The candidate must reside within daily commuting distance from Fort Carson.
