Deputy Range Manager, JEPR – Colorado Springs, CO

POSITION DESCRIPTION:

Deputy Range Manager, Joint Electric Power Range, Fort Carson, Colorado provides direct supervision to a diverse contractor team of experts in Information Technology, Security, Safety, Electrical Engineering and Range Operations supporting OSD, Joint, Service, Inter-Agency and coalition partners to meet National, CCMD, Inter-Agency and coalition requirements worldwide. Supports joint exercise planning, development, coordination, facilitation, execution, assessment, and training. Provides expertise, technical assistance, analysis, coordination, planning, execution, and after-action reporting. Provides mission planning expertise in support of Joint, Service, Inter-Agency, and coalition mission requirements. Supports 16 AF, Joint Force Headquarters-Cyber (JFHQ-C), and US Cyber Command (USCYBERCOM) at meetings, conferences, Government Review Boards, and exercise planning activities and ensures all commitments are effectively and efficiently executed under the Fort Carson / 16th AF host / tenant agreement.

FUNCTIONAL RESPONSIBILITIES:

Serves as the Deputy, Joint Electrical Power Range (JEPR) Contractor Site Lead, serving the 16th Air Force, and reporting to the JEPR Range Manager. Leads a diverse team of Senior, Joint Military Operations, Engineering, and Intelligence Contractor professionals operating a “one of a kind”, extremely high visibility, Electrical Power Range supporting OSD, Joint, Service, Inter-Agency and Coalition Partners in Cyber Defense of critical infrastructure worldwide. Functional responsibilities include the following:

  • Ensures safe execution and coordination of all JEPR operations with Fort Carson Department of Plans, Training, Mobilization, and Security (DPTMS), Fort Carson Department of Public Works (DPW), Fort Carson Department of Environmental Control (DEC), Fort Carson Department of Emergency Services (DES), and Fort Carson Range Control.
  • Serves as the Deputy Secretariate of the Government Review Board (GRB) as outlined in the current tri-party GRB Charter, including Government representatives from USCYBERCOM, DARPA, and 16th Air Force.
  • Deputy Secretariate role supports the GRB with quarterly updates regarding Doctrine, Organization, Training, Logistics, Material, Personnel, Facilities, and Policy related to the JEPR and its ongoing construction and operations.
  • Provides coherent reports allowing the GRB Principals to establish objectives, conduct conflict resolution, prioritize range activities, and remain informed during Planning, Programming, Budgeting, and Execution (PPBE) decision sessions.
  • Co-Leads principle efforts to accomplish JEPR tri-party Memorandum of Agreement (MOA) requirements. Primary responsibility for achieving MOA Phase I, II, and III requirements lie with the JEPR Range Manager and Deputy to achieve final transition of JEPR Executive Agent role to 16th Air Force in FY24.
  • Serves as JEPR approval authority and overall supervisor for Range Operations in the JEPR Range Manager’s absence. This includes activities of all range contract personnel, customer personnel and their activities while on the range.
  • Directs, guides, and provides strategic oversight of all JEPR Tier 1 Exercise training resources outlined in the JEPR program baseline in accordance with established policies and procedures to ensure the most effective and efficient joint training events. This includes requests, risk analysis, feasibility, acceptability, and suitability assessments, planning, programming, budgeting and execution of all other Joint, Service, inter-agency, and Coalition JEPR events.
  • Facilitates the integration of Joint, Service, inter-agency and coalition policy with CYBERSPACE, SPACE, and SPECIAL OPERATIONS domains when / where achievable to assist in achieving related effects. Develops goals and objectives that integrate DOD and Joint Staff policies with Command unique missions and joint exercise objectives.

REQUIRED SKILLS:

  • 10+ Years experience in Department of Defense Operations Planning, Programming, Budgeting, and Execution of Joint Operations, Training & Exercises, Demonstration, and Testing events.
  • Demonstrated Leadership roles Supervising a diverse team of experts in Space, Cyberspace, Intelligence, and Military Operations in the Joint Environment.
  • 1-2 years Staff Officer Duty in a US Combatant Command and/or a US Combatant Command Service Component.
  • Familiarity with the Planning and Decision Aide System (PDAS), Alternate Compensatory Control System (ACCM) capabilities, TS/SCI Special Security Office (SSO) and Special Access Program Facility (SAPF) facilities, security controls and regulations.

DESIRED SKILLS:

  • 15+ Years experience in Department of Defense Operations Planning, Programming, Budgeting, and Execution of Joint Operations, Training & Exercises, Demonstration, and Testing events.
  • Demonstrated Leadership in CCMD, Service Component level wartime operations environment executing real-world activities in support of National Strategic, Operational, and Tactical Objectives on the battlefield.
  • Graduate of any US Military War College.
  • 3 – 5 years Senior Staff Officer Duty in a US Joint Combatant Command.
  • 5+ years practical experience planning, gaining approval for, and executing IJSTO, ACCM, and TS/SCI level capabilities in support of Global Operations, Exercises, Demonstrations, and testing events.
  • 5+ years experience operating in or leading TS/SCI Special Security Office (SSO) and Special Access Program Facility (SAPF) facilities teams and personnel in execution of security controls and regulations.
  • Graduate of the Integrated, Joint, Special Technical Operations (IJSTO) Planner’s Course.

EDUCATION:

  • Minimum: Bachelor’s degree in Computer Science/Information Technology, Computer/ Electrical/ Operations Engineering, other STEM major, or similar related technical background.
  • Preferred: Master’s Degree in Computer Science/Information Technology, Computer/ Electrical/ Operations Engineering, other STEM major, or similar related technical background..
