GENERAL EXPERIENCE:
This is a multidisciplinary security position requiring a highly qualified security professional in support of multiple special access programs (SAP) sensitive compartmented information (SCI) and collateral level contracts. The Physical Security Lead, Industrial Security Analyst, Alt. CSSO/CPSO is responsible for the management, administration and development of security programs and procedures for those assigned programs that have contractually imposed security requirements that exceed the requirements of 32 CFR Part 117 – NISPOM Rule. The Alt. CSSO/CPSO is the primary interface with government agencies, prime and subcontractors’ company regarding assigned program security matters and requirements. The Alt. CSSO/CPSO must be proficient and capable of execution of duties pertaining to Sensitive Compartmented Information (SCI)/Special Access Program (SAP) personnel security, physical security, and information security. Implement security processes necessary to protect classified information, with strict adherence to 32 CFR Part 117 – NISPOM Rule, DoDM 5105.21, DoDM 5205-07, ICDs and other applicable Executive Order and DOD regulations. The Alt. CSSO/CPSO is responsible for completing the Program Access Request (PAR) process, prepare for inspections, conduct security briefings, maintain access rosters, classified mail, IDS/access management systems and perform other duties as assigned. Must have leadership skills and be capable of managing/working with a team of security professionals and Program Managers, prioritizing, and managing dynamic workloads while applying risk mitigation methodologies.
FUNCTIONAL RESPONSIBILITY:
Security Management
- Work with the SCI/SAP government program manager (GPM) to ensure a secure environment to facilitate the successful development and execution of SCI/SAP programs.
- Development of Program Protection Plans (PPPs) and OPSEC Plans, Standard Operating Procedures (SOP).
- Conduct internal self-inspections and assist with Staff Assistance Visits and Customer Security Assessments.
- Interpret and implement security classification guidance.
- Working knowledge in the preparation and maintenance of prime and subcontract DD254s.
- Review operational requirements and system specification documents to ensure applicable security requirements are addressed and incorporated into security processes.
- Develops, maintains, and administers Operations Security by identifying critical information, analyzing threats and vulnerabilities, assessing risks, and applying appropriate mitigation methods.
- Initiate the PAR and maintain personnel security records for SAP/SAR programs using JADE.
- Provides initial program indoctrination of employees after access approval; and debrief as required.
Physical Security
- Possess expert level of knowledge of ICD 705, DoDM 5105.21 and DoDM 5205-07 relevant to SCIF and SAPF construction, accreditation, and maintenance.
- Manage/maintain Intrusion Detection System (IDS) and Access Control System (ACS) in accordance with DoD and Underwriters
- Laboratories (UL) 2050 compliance standard.
- Develop/maintain Fixed Facility Checklists to establish/update classified work areas, including maintaining necessary waiver/approval records.
- Apply physical security concepts to improve security in-depth posture.
- Manage Alarm Response Program.
- Develop and manage key and combination control program.
- Availability to respond to after-hours alarms and emergency conditions.
- Maintain a visitor control program, process incoming and outgoing visit certifications.
Information Security
- Establishes and oversees classified material control program.
- Maintain classified material accountability records to include inventory lists, receipt and transmittal records and final disposition documentation.
- Conducts annual inventory of accountable classified material.
- Establishes written procedures as well as monitors procedures for reproduction and destruction.
- Establishes and oversees specialized procedures for transmission of SAP materials.
- Ensure all classified materials are marked and controlled in accordance with contractual requirements.
- Develop classified courier transportation plans for government approval and detailed courier instructions/training to designated couriers.
Security Education & Training
- Conduct initial and recurring security education and training.
- Support a security education, training and awareness programs including indoctrinations, annual refresher training, debriefings, and event specific training.
- Be a proficient briefer capable of training large numbers of personnel.
Cyber Security/Risk Management Framework (RMF)
- Provide necessary support to Information Assurance team in the implementation and maintenance of classified information systems accredited under the Risk Management Framework (RMF).
REQUIRED KNOWLEDGE, SKILLS AND EXPERIENCE:
- Detailed knowledge of the 32 CFR Part 117 – NISPOM Rule, DoDM 5105.21 and DoDM 5205-07 and their implementation.
- Strong oral and written communications skills.
- Ability to work well under pressure, possess good problem-solving skills, and be able to enforce policies in a professional and personable manner.
- Willing to travel on company business (approximately 25%).
- Have a wide range of experience to expand across multiple security disciplines (Personnel, Information, Physical, Industrial Security) and environments (Operational, Research and Development, Test and Evaluation, Command and Control).
- Basic understanding of Cyber Security, specifically Knowledge of NIST Risk Management Framework (RMF) Security requirements.
- Ability to perform COMSEC duties including inventory and disposition.
- Strong organizational skills and attention to detail.
- Intermediate competency level with Microsoft Office Suite programs.
- Ability to solve problems of varying levels of complexity.
EDUCATION REQUIREMENTS:
- Minimum bachelor’s degree in related discipline, or a combination of education, training, certification and/or experience.
- Applicant will possess five years of experience that provides the requisite knowledge, skills, and abilities as a substituted for the degree.
PHYSICAL MENTAL REQUIREMENTS:
- Must be able to remain in a stationary (sitting, standing…) position at least 50% of the time.
- Able to occasionally move / traverse about inside the office to access documents and use office machinery.
- Able to clearly communicate, express, and understand complex information.
- Able to detect information on a computer screen and create work product that is understandable and clear.
- Able to analyze and research complex to semi-complex technological issues.
SECURITY REQUIREMENTS:
Position requires the ability to obtain a DoD Top Secret clearance with ICD704 eligibility.
LOCATION:
Fort Carson, CO
TRAVEL REQUIRED:
This role may require some CONUS/OCONUS travel on behalf of the company or for education enrichment.
