Proposal Tech Writer


As a Proposal Technical Writer at CNF, you will participate in a full range of proposal activities from pre-RFP preparation through a winning submission. You will work closely with Executives, Directors, Program Managers, and other internal and external stakeholders leading proposal organization and writing efforts.


  • Authors, edits, collects, and coordinates contents for multiple concurrent RFPs, RFQs, RFIs, and white papers.
  • Responsible for reviewing and rewriting text to ensure clarity, consistency, compliance, unified voice, keyword usage, and a compelling narrative with discriminators for RFPs, RFQs, RFIs, and white papers.
  • Develops and maintains templates and associated data required for the development of compliant proposals in response to individual government solicitations and market research.
  • Develops and maintains a repository of information for useful tools, templates, and historical documentation, including through debriefs on submissions that resulted in a win or loss.
  • Collaborates directly with internal stakeholders to include Executives, Directors, Program Managers, Capture Managers, Proposal
  • Managers, and technical SMEs to collect, tailor, and translate content to ensure appropriate messaging in compliance with government solicitation requirements and market research.
  • Dissect, understand, and present solicitation requirements to bid decision-makers. This includes but is not limited to extracting and analyzing RFP instructions, evaluation factors, and SOW to enable analysis toward a bid or no bid decision.
  • Assist in the capture process and data mining while not actively responding to a solicitation or market research.
  • Continuously seek ways to enhance and streamline the company’s proposal process and lifecycle.
  • Develop proposal or market research graphics and call out boxes as requested.
  • Develop and/or execute pre-bid decision artifacts to include but not limited to the RFP Package Summary, Capability Matrix, etc.

  • Is eligible for a security clearance.
  • Has deliberately chosen a career path within the Defense Contracting industry and looks to continue growing professionally.


  • Bachelor’s degree preferred; will accept work experience (4+ years) in lieu of degree.
  • 2+ years of experience in technical writing for federal Government proposals
  • Knowledge of the Federal procurement process, solicitation instructions, evaluation factors, and proposal development methods
  • Proficiency in navigating and maintaining a dedicated section in SharePoint.
  • **Excellent Microsoft Suite skills (including templates, styles, formatting) and desktop publishing.**
  • Excellent writing and editing skills.
  • Attention to detail and strong organizational skills.
  • Experience in writing proposals in Cyber and R&D preferred not required.
